Health Economics & Outcomes Research
Generating health outcome evidence and economic evaluation to inform decisions, improve value and advance healthcare.
Our Health Economics and Outcomes Research (HEOR) team at SCRI helps stakeholders translate clinical evidence into meaningful healthcare decisions. We address critical questions about the real-world effectiveness, value, affordability, and broader impact of healthcare interventions, program, and policies. By combining expertise in health economics, outcomes research, evidence synthesis, and evaluation methods, we generate evidence that supports healthcare innovation, resource optimization, and support evidence-informed decision-making. Our collaborators range from individual clinical investigators and research teams to healthcare institutions, healthcare clusters, and national organizations.
Core capabilities
We provide end-to-end support throughout the research journey, from grant application and study design through to data analysis, interpretation, and publication. Our expertise spans both primary research that generates new data and secondary research that utilizes existing data sources.
Primary studies
Grant application — framing the research question, study design and feasibility, sample size and power, the analysis approach, the health economic component, the evidence base, and the methodology sections of the protocol.
Once funded — protocol methodology and amendments, analysis plan with mock shells, data collection and database design review, data review, analysis dataset development, statistical analysis, and reporting through to publication.
Real-world evidence
Many important healthcare questions can be answered using data that have already been collected through routine care, including electronic health records, disease registries, and administrative databases. Our team helps partners maximize the value of these resources by evaluating data quality and suitability, integrating datasets where appropriate, and generating robust real-world evidence.
Health economic evaluation
Healthcare decisions require an understanding of both clinical outcomes and economic value. Our team conducts health economic evaluations, including cost-effectiveness, cost-utility, and budget impact analyses, to assess whether interventions provide good value for patients and health systems. Using decision-analytic modelling, we project costs and outcomes beyond the timeframe of individual studies, providing decision-makers with evidence to support efficient and sustainable resource allocation.
Systematic review and meta-analysis
Our systematic review and meta-analysis work supports evidence-based healthcare by synthesizing and critically appraising the best available evidence to answer important clinical and healthcare questions. Combining expertise in both clinical research and evidence synthesis methodologies, we conduct reviews that are methodologically rigorous, transparent, and clinically relevant.
Health technology assessment
Our team supports Health Technology Assessment (HTA) activities by providing the evidence and analytical expertise needed to evaluate healthcare technologies and programs. Leveraging capabilities in systematic reviews, real-world data analysis, health economic evaluation, and decision modelling, we assess the comparative benefits, risks, costs, and value of interventions across a range of healthcare settings. Through rigorous and transparent methodologies, we help stakeholders make informed decisions regarding the development, adoption, and evaluation of healthcare innovations.
Building capability beyond the project
Our work is not limited to supporting clinical research projects. We contribute to the standards by which health innovations are evaluated nationally, make health economics expertise available across CRIS, and build research capability inside the institutions we work with.

Advancing standard, growing talent
We help shape the standards by which health innovations are evaluated, and teach the methods that meet them.

CRIS HEOR Horizontal
One health economics capability, built at depth and shared across the consortium.

Consultancy Partnership
Ongoing methodological support for research departments and institutes.
