Advancing standard, growing talent

We help shape the standards by which health innovations are evaluated, and teach the methods that meet them.

The HEOR team contributes methodological expertise and secretariat support to national working groups that develop frameworks and standards for the evaluation of health innovations, helping to promote greater consistency, transparency, and rigour in healthcare decision-making across Singapore. We also collaborate with public sector agencies on initiatives related to health technology assessment and the application of real-world evidence.

Complementing these contributions, the team plays an active role in strengthening research and evaluation capabilities across Singapore's healthcare ecosystem through training, workshops, and mentorship in health economics, outcomes research, evidence synthesis, health technology assessment, and emerging methodologies such as target trial emulation. Our programs are designed to be practical and tailored to the needs of partner organizations, equipping clinicians, researchers, and healthcare professionals with the skills needed to generate, critically appraise, and apply high-quality evidence.

As a longstanding leader in methodological capacity building, the HEOR team has pioneered local training in areas such as health economic evaluation, systematic reviews, network meta-analysis, and diagnostic test accuracy reviews, supporting participants from healthcare institutions, academia, and government agencies across Singapore. Through these efforts, we help advance a culture of evidence-informed decision-making and strengthen the nation's research and evaluation capabilities.
