Dr Shi Luming
Scientific Director, Singapore Clinical Research Institute (SCRI)
Dr Shi Luming is Scientific Director at the Singapore Clinical Research Institute (SCRI), where she provides scientific and strategic leadership for clinical and health services research programmes.
With more than 20 years of experience across Singapore's healthcare, public health, policy and academic research sectors, Dr Shi has developed expertise in Health Economics and Outcomes Research (HEOR), health technology assessment, programme evaluation, research methodology and evidence-based healthcare.
Prior to this role, she served as Head of HEOR at SCRI for nearly a decade, establishing and leading the institute's capabilities in health economic evaluation, value assessment, outcomes research and real-world evidence generation.
Dr Shi’s work focuses on assessing the effectiveness, cost-effectiveness, value, and sustainability of healthcare interventions, innovative technologies, and models of care. Through her leadership at SCRI, she continues to advance the generation and application of evidence to improve patient outcomes, support healthcare innovation, inform policy and funding decisions, and strengthen the sustainability of health systems.
Apart from SCRI, her professional experience also spans public healthcare institutions, Health Promotion Board and the Ministry of Health. Through these roles, she has contributed to numerous clinical and health services research initiatives as a co-investigator, methodological expert and scientific collaborator. She has also worked closely with clinicians, healthcare leaders, researchers, policymakers, and industry partners to shape Singapore's healthcare system, health financing principles, population health priorities and policy environment.
Trained as a medical doctor at Shanghai Medical College, Fudan University (formerly Shanghai Medical University) and holding Master's degrees in Clinical Sciences from the National University of Singapore and in Health Economics and Pharmacoeconomics from the University of Pompeu Fabra, Spain, Dr Shi brings a multidisciplinary perspective that integrates clinical medicine, health services research, health economics, and healthcare decision-making, Dr Shi brings a multidisciplinary perspective that integrates clinical medicine, health services research, health economics, and healthcare decision-making.
