Dr Khoo joined the Singapore Clinical Research Institute in 2010 as Senior Vice President. He now assumes a key leadership position at SCRI as Chief Medical Officer. He is tasked to work with the CEO and COO to transform the company towards new strategic directions. In addition to this, he provides oversight and governance to the various local and international Clinical Research Networks developed and supported by SCRI and also the functions of Marketing, Business Development, Communications and Compliance. He previously worked as Executive Director, Global Public Policy for Asia Pacific at Merck, Sharp & Dohme. In this position, his primary focus was to advance Merck and industry priorities in the Asia Pacific markets in critical policy areas such as healthcare reform, access to medicines, intellectual property rights protection, healthcare financing, trade and other industrial and healthcare policies. Dr Khoo created and chaired the MSD Asia Pacific Regional Strategic Grants Program and provided Public Policy leadership and support to regional senior management and country-level Policy teams in Asia Pacific. Dr Khoo has worked closely in collaboration with the US Government (Dept. of Commerce, US Trade Representative’s Office), international and local trade associations such as PhRMA, EFPIA, JPMA, AdvaMed and EUCOMED and as a founding member of the Asia Regional Managers Group. Prior to this, Dr Khoo was Vice President, Strategic Medical Affairs at Johnson & Johnson Medical Asia Pacific. In that role, he provided leadership for a broad range of business-critical functions including Medical and Regulatory Affairs, Clinical Research, Quality, Health Outcomes and Reimbursement, Government Affairs and Healthcare Policy, Healthcare Compliance, Brand Integrity and Crisis Management for the Medical Devices and Diagnostics Sector of 13 countries in the Asia Pacific region. In supporting business growth, he drove the formation and development of many of these functions to become industry leading benchmarks. During his 11 year tenure at J&J, he received numerous awards for his significant achievements and leadership. Dr Khoo has served in key executive appointments as Chairman of the ASEAN Medical Device Industry Association and has also held the positions of Chair of the American Chamber of Commerce Healthcare Committee, Executive Member and Vice Chair of the Singapore Medical Technology Industry Group, Pharmaceutical Research Manufacturer's Association's Asia Pacific Policy Advocacy group and Special Representative for the Advanced Medical Technology Association. He has been an active member of the Asian Harmonization Task Force and ASEAN (ACCSQ regulatory) Harmonisation efforts. In these appointments and positions past and present, Dr Khoo has played a critical role to partner with regulators and governments in Asia and Australia in the formulation and shaping of Healthcare Policy for more than 10 years in the region. Prior to joining J&J, Dr Khoo was Director of Medical and Regulatory Affairs at Glaxo Wellcome in Singapore. Dr Khoo graduated from the National University of Singapore Faculty of Medicine in 1982. He practiced medicine for 12 years in the Republic of Singapore Air Force and the majority of Singapore's acute care hospitals and then in private practice, before joining the healthcare industry in 1994. |
